Jon, I'm a little confused. What is not a bug?

Do we agree that https://dev.mysql.com/doc/relnotes/mysql/5.7/en/news-5-7-11.html says:

"A fault in pthread_rwlock_unlock() wherein it decremented the lock counter even for already unlocked objects could result in deadlock. (Bug #21966621)"

?

If "Bug #21966621" is not a bug, then why does it start with "Bug"?

where can I see more information about "Bug #21966621"?
