A billion rows puts it in the realm of a 'very large table', will require some particular attention to optimization, tuning, choice of file system, etc., but it's certainly better to scale towards more rows than lots of tables. Are you expecting this amount of traffic immediately, or do you expect to build towards it over time? Linux is a good choice of operating system, do you know what file system will be used?
