Mmm... I don't think so because, although many-to-many relationship is not an entity, it is still a relational schema in the relational DBMS. And, from a relational schema a set of FDs exists although the FDs are trivial.

I have not found other DBMS books that says something about membership algorithm.
So, I think the algorithm in the book has some missing prerequisites.
