Foreign Keys as to affect impact on performance

Hi,

I'm working on this database which doesn't have any foreign keys defined. When I asked why, I was told that in order to improve performance all the foreign keys were removed.

Does foreign key have impact on performance of the queries ? If we had index on places, won't that help in achieving the same? I always thought that having foreign key and indexes will help improving the records retrieval..

Kindly assist me understanding the concept of Foreign Keys Vs Performance (do consider indexes as well).
