How are you testing the new connections, manually (making some new connections and issuing statements by hand), or throwing a bunch of load at Proxy?

Proxy will only open a new backend connection if all other connections are currently busy, so to test this you need to ensure you're throwing enough concurrent load at it as well.

Best regards,

Mark
