This is a bug of some kind.
The error message is clearly wrong.
The text in the preferences makes sense since I would like to have an extra check on a delete without ANY where clause.
If the Primary key check is useful, as it appears to be to many people, fix the preference text and if you can, add an additional condition to block updates with no where clause.
I would like to be able to delete with a non-primary key but still block deletes with no where clause.
