In this case it was due to a screw up on my part. I'd done a permanent installation of ansicon and then somehow made it disappear. Going to a command prompt gave an error message including "could not find the path specified". Once ansicon was reinstalled the export became possible.
So I am now able to do exports. Imports, however, remain not possible. But that's a different story.
