is the server installed or just unzipped somewhere? It must be properly installed to have it run automatically. Otherwise you cannot connect to it. I recommend that you do the installation using our nice MySQL Windows Installer (http://dev.mysql.com/downloads/windows/installer/) which will take care of everything in this regard.
