Hi Geena,
a config file is not strictly necessary and on some platforms none is created by default (I'm not sure if Ubuntu is one of them). Without config file defaults are assumed (port 3306, network enabled etc.). In the wizard you can simply ignore the warning about the missing config file, if you think you don't need one. Otherwise you can use MySQL Workbench to create one for you (see admin section).
If you however get an error saying you cannot login please copy it here, so we can see what's going on.
