I found it. By default the empty placeholder is hidden outside the bottom of the screen. Even though the application was maximized I still had to grab the bottom portion of the window, then drag it up to see the placeholder to edit the form. What an awesome waste of two hours that I didn't have.
How is that even a thing..... Jesus!!!!
