This surfaced yet again. I ran a process tracer on Workbench. It pulls the DLLs from:

c:\Program Files\MySQL\MySQL Server 5.7\lib\plugin\xxx

I imagine 5.6, etc would work

So you can create that empty directory structure and put the dialog.dll from MariaDB Server for Windows in that empty directory and MySQL Workbench will use the DLL and correctly auth via dialog. Which means you can use PAM(e.g. LDAP) from MariaDB or Percona Server with the Dialog plugin and it appears to do the right thing.
