Lost connection MySQL server at 'reading initial'

I am unable to get MySQL Workbench to connect to MySQL server on a Windows 10 PC. I have searched and implemented much that I have found on the web. Stopping my firewalls had no affect. I have set timeouts and packet size to no avail. In cygwin, I can run mysql.exe and that starts and runs correctly.
I do not have a database in MySQL as Workbenck 6.3.6 can not connect to MySQL server.
Help! I have great need to get this working. I also realize this has been posted many times but none of the suggestions have worked for me.
