Users and Privileges showing accounts that do not exist

Using MySQL Workbench under Users and Privileges I can see 2 accounts named (!)<anonymous> and (!)Root.

The message supplied is Account @% does not exist but it still has privileges defined for the following objects: test\_%

Click the [Drop] button to completely remove the account.

Can anyone tell me what these users are, how they came about and is it safe to remove them.
