To perform a force removal of MySQL, open Control Panel, sort by category, and under Programs click uninstall a program.
Look for any program related to MySQL and attempt to do so.
Open a Run window and type %AppData%
and delete anything nested under the folders:
%appdata%\MySQL
and
%appdata%\Oracle\ (only those related to mysql)
Open the following folders and delete anything related to MySQL:
C:\Program Files
C:\Program Files (x86) [in case your OS is an x64 version]
C:\ProgramData
If you face any problem to delete a file, continue with the next files and reboot.
re-try deleting the files that couldn't be deleted the first time.
Once you have cleaned your computer of any MySQL product you can try re-installing it from scratch.
