Failure to upgrade in 5.6.12

I tried to upgrade my Windows 7 Pro x64 MySql 5.5.21 to 5.6.12. It detected and upgraded 5.5.21 to 5.5.31 and all the connectors an such. It would not allow an upgrade to 5.6.12 - but it could detect and upgrade 5.5. The only option was to install the 5.6.12 - which I did fine. The service started but workbeck could not see any database. So I checked with 5.5 - worked fine - showing version 5.5.31 (the upgrade was successful). When I tried to copy the my.ini into the default location (program files-> mysql ->) .... it would not start. (Yes - I updated the base path). I have removed 5.6.12 and cleaned up - tried again - same thing - my 5.5 is installed with the msi - and is x64. Fortunately the 5.5 is still working fine (as is workbenck against it).

Any clues?
