From the 6.7 release and on Connection/Net was split in two products. The same Connector/Net keeping the functionality of the library and then the Visual Studio integration into a new product named MySql for Visual Studio more information here:

By your description this looks like a known bug on the integration of the two products; in order to use the web providers you need both products so I think you have or had installed the 6.7 version of Connector/Net but the MySql for Visual Studio new product hadn't. So please install both products and you should be able to use any of the web providers.
