Error installing ODBC 5.1.13 or 5.2.6 on Windows Server

I am trying to install a MySQL ODBC driver for MSSQL (to create MSSQL Linked server to MySQL) and get an error:

"Error 1918. Error installing ODBC driver MySQL ODBC 5.1 driver, ODBC error 13: Could not load the setup or translator library. Verify that the file MySQL ODBC 5.1 Driver exists and that you can access it."

I have tried mysql-connector-odbc-5.1.13-win32.msi
and mysql-connector-odbc-5.2.6-win32.msi

I installed it on a different Win 2003 server server a few months ago and don't remember any problems.
Any ideas ?
Is there a workaround to get files off server 1 to server 2 and bypass the install some how ??

Server 1 that works is Windows Server 2003 R2 SP2 64 bit
Server 2 that does not work is Windows Server 2003 R2 SP2 32 bit (yes I downloaded 32 bit version)


I can log on as administrator on both servers.

Help !!
