Linking windows database to web based data base

Hi I am looking at downloading the windows MySQL program and wondering if it is possible to use this program to link a web based MySQL database with the one on my computer.
Specifically I am wanting to have an in store inventory that will be able to sync with the inventory on an oscommerse database.
