By looking at the error message It would seem to me that your windows installation may be broken or corrupt.

Also, you could be probably executing the installer with legacy support configurations based on this post: https://support.microsoft.com/en-us/kb/142606.

Since Windows Server 2008 is a bit old now, I would suggest also making sure you have installed at least Framework 4.0: https://www.microsoft.com/en-us/download/details.aspx?id=17718
