The installer requires Microsoft Framework 4.0 to run. Microsoft dropped support for Windows XP in April 8th, 2014 and with it, many enterprises, like ours, did as well (for security reasons amongst others):

Still, you could try downloading a ZIP of the server (no-install): https://dev.mysql.com/downloads/mysql/

and try to start the server from the commandline:
http://dev.mysql.com/doc/refman/5.7/en/windows-start-command-line.html
