If you had commercial products installed via the MySQL Installer then the Installer is behaving as designed (I am pretty sure the MySQL Installer team will be enhancing the way commercial and GPL products are installed). If you had GPL products installed then as you say that is a bug in the MySQL Installer, you could raise a bug report at
http://bugs.mysql.com for the MySQL Installer product.
