Thanks for helping out troubleshooting this issue and for sharing a possible solution.
The problem you mention about the inaccurate detection of a VSTO installation is in the MySQL Installer, a bug report is already created for it. You mentioned the MSI gave a false assurance about the presence of the VSTO prerequisite. Did you test the MSI running it yourself (i.e. not using the MySQL Installer)?
As far as I know the MSI ran as a stand-alone detects correctly a VSTO installation.
