I tested your scenario and this is clearly a bug in MySQL for Excel, could you please raise a bug report in http://bugs.mysql.com about it?

Since we are talking about the PK here, it is a field that normally does not need to be edited, but I understand that you may want to insert new data into the table.
As a workaround you can simply change the format of the cells from "Number" to "Text", you will see that the data will be committed successfully into the DB.
