Startup Error - Root Element is Missing

When I attempt to launch MySQL Notifier (1.0.3) it displays error dialog: "High Severity Error" -- Root element is missing.

This has been working successfully in the past months - it has simply quit running. I cannot modify any configuration -- this error happens immediately at startup and never loads the Notifier tool.

Occurs whether or not the local MySQL is running or not running.
This is Windows 7 64bit OS.
