Ok, run the config wizard again and choose the remove option, then uninstall MySQL, MySQL Administrator, and any other MySQL product using the add/remove programs option of the control panel. Then delet c:\program files\mysql

Download 4.1.8a (note the a) from the MySQL website and run the installer. Choose a standard configuration in the config wizard, and try command line again.

If command line works, download the latest Administrator from dev.mysql.com, do not re-install what you already have. Let's see if that works.
