Does Change in Daylight Savings Time affect MySQL

Does the change in when Daylight Savings Time begins (three weeks earlier than before) affect MySQL or does MySQL use date functionality provided by the OS?

We're using MySQL-4.18.1 and need to know if we need to upgrade because of the change in when Daylight Savings Time begins.
