Your GRANTs need to allow that other machine to access it. The default setup has only 'root' from 'localhost'. While you are at it, you should create a non-root user for your application.
That bare-bones config could be beefed up. At least look at the short answer in
http://mysql.rjweb.org/doc.php/memory
Lots of RAM goes to waste if it is not given to MySQL.
