Yes, C3A9 looks like utf8.

SELECT name, HEX(name), LENGTH(name) CHAR_LENGTH(name)
FROM redonline_foodsafety.theme WHERE name like 'Précaution';

The GLOBAL variables look good; the SESSION variables do not.

SHOW VARIABLES LIKE 'char%';
SET NAMES utf8;
SHOW VARIABLES LIKE 'char%';
