Improuve my DB performances on server

Hi everybody,

I've mySQL installed on Windows Server 2012, with XAMPP.
This server is using hundred's of thread running on java, to communicate with GPS installed on vehicles, and persist the data received in mySQL DB. So we imagine the traffic that is generated. Plus hundred of people consultes this datas using a PHP website.

The problem is that mySQL begin to show its limits, without using all the server's capacities. I've 64Go of RAM, and Xeon E5-1620/V2 4core/8threads.

Should I migrate to another SGBD? Should I use another mySQL Edition? Or should I change mySQL's configuration?
