Thanks for the reply Peter.. It was returning incorrect rows..
I have a solution (still being verified though). It;s on the same logic that I posted earlier but I am checking for NULL first..

eg:
(t.minPrice IS NULL OR (t.minPrice IS NOT NULL and s.Price <= t.minPrice ) )
