Hi Rick, Thank you for your answer.

innodb_buffer_pool_size: from 700M to 250M and now to 40M. Isn't that a bit tiny? Previously you recommended 200M.

The reason I don't have swap memory is because I am on SSD and it is recommended here not to use it there:

The only thing other than the application that this VPS is running is a control panel - not a big consumer of resources I would assume.
