Why is the ibdata1 file much bigger than all databases?

Hello,

I have MySQL 4.0 running with about 120 InnoDB-Databases. When i make a dump of all Databases and tables the dump-file is about 5GB. The ibdata1 file is about 16GB.

Why is this file so much bigger than all the data im my databases? Is there a possibilty to get it smaller?
