You are pointing out why InnoDB compression is so complex as to almost cancel out the benefits.
I prefer to compress/uncompress large TEXT fields in the _client_. This typically gets 3x compression for such fields. I do it in the client so that the network traffic is less; this is a benefit that InnoDB compression cannot provide.
