Freeing up space within same tablespace

I understand that with innodb, deleting rows from a table does not reduce the size of the underlining TS in the OS. What i want to know is does deleting rows in a table reduce the space used by that table and subsequently free up space, within the same tablespace) for another table in same table space.

If it does not then if i alter the table so that it rewrites itself, will this free up the space?
