InnoDB log buffer and log file

If I setup a binlog, will each time anychanges to InnoDB table be written to both ib_logfile and binlog?
Is that mean both these two types of log files contain same information?

If innodb_log_buffer_size is not big enough, will InnoDB write uncommitted change to ib_logfile when the buffer is full? If so, what happen if the transaction need rollback?
