CREATE INDEX is very slow

Can someone tell me why it takes 28 1/2 minutes to create a one column index on a MyIsam table with 9.5 million rows? Or is this normal.
Would you need to see my server variables in order to help me out with this question? I'm currently running MySQL 5.0.6 on WindowsXP Professional on a Pentium 4 2.8Ghz with 512MB of RAM.
