Don't the allowable number of connections correlate to the kernel? Don't you have to configure the linux kernel to handle more than 1024 connections? And then don't you have to configure the linux environment for the MySQL user to allow more than 1024 connections?
I'm working on solving a similar problem. Redhat fedora 3 and allowing MySQL to have more than 1240 open files (where does it get ths 1240 I have no idea!, it should be 1024).
Perhaps your sys admin has configured the enterprise linux machine properly but the RedHat isn't?
