what does table_open_cache_overflow=0 means?

Hi,

When table_open_cache_overflow status variable is 0.
what do I tune for removing the performance bottleneck?
Do I decrease the value of table_open_cache?
or
which variables do I have to change?
table_definition_cache, table_open_cache, table_open_cache_instances
