Perhaps replication will be useful for you? While asynchronous and manual failover - you can still get good uptime and failover strategies with it.

With cluster, the mgmd can sit on any other machine (and doesn't use much processing power). Yes, even the cheapest machine you can buy at the corner PC store will be more than fine.

But it sounds like your application would be okay with replication, so have a look and a think.
