I'm fairly sure you don't need an --initial to get config changes from mgmd. I think you can just restart it without --initial, and it will get the changes from mgmd.

When you start a data node, it looks for the connect-string in my.cnf. It then uses this to get its config from the mgmd, hence the changes will propagate, and then it starts. I've done quite a few config changes, without using --initial, and I'm pretty sure the changes went through to the data nodes.
