From the errormessage, mcmd is unable to find a cluster install at the location you specified in the --basedir option to the add package command.

Mcmd is looking for a subfolders bin,lib and/or libexec under your --basedir path, including the actual cluster binaries (ndb_mgmd, ndb(mt)d, and mysqld) in those subfolders

Please note the manual only uses /usr/local/mysql as an example cluster install path. Please verify that you actually have a proper cluster install at /usr/local/mysql, or use the correct path for your hosts.
