5.0.19 Cluster global lock in alter engine=ndbcluster?

While a long running alter table engine=ndbcluster is running, I decide to run a simple select limit 1 query on a ndb table. Turns out the select query stays in a "opening tables" state until the alter operation completes.

Is there a global cluster lock when ndb has to create a new intenral tablespace?
