It's in the source tree, and has been posted to the cluster mailing list several times.

Otherwise you can grab it from a checked-out copy of the sources I keep online at:

http://saturn.flamingspork.com/~autoweb/trees/mysql-5.1-new/storage/ndb/tools/ndb_size.pl

and

http://saturn.flamingspork.com/~autoweb/trees/mysql-5.1-new/storage/ndb/tools/ndb_size.tmpl

(you need both files)
