Arbitration Error

Hello, I have a 4 node cluster that has been running very well. Today, it's been running into some problems, however.

I can bring up two of the nodes (one for each partition), so I'm up and running. However, whenever I try to bring in a third node, regardless of which partition it belongs to, the entire cluster comes down. Even when I attempt to bring up the third node with --initial.

Here's the error message in the _error.log

If you'd like I can post the trace log as well, but I'm not sure if that would help. Any ideas?
