using mySQL to store credit card info

I was wondering if any of anyone could answer a few questions for me.

Is it a good idea to use PHP and a mySQL database to store credit card information?

I may be setting up a site for a client that can already process credit cards that are phoned or faxed in, so all that is needed is for them to access the credit card info and process it the same way they process the phone or fax ones. They don't really need to set up a merchant account... do they?

Do I just have to make sure that the database is secure and that it is hosted on a secure server?

Are there any issues I should be aware of?

Any help would be greatly appreciated.
