Do not allow % as host in user table

Hi all,

When I create a user I only want to specify a server host for a user to connect from. I am using the phpmyadmin interface and only want my users to connect via this interface. However when I create a user using MySQL Administrator it creates a user with two hosts in the user table, "%" and the "server host" I specified. Is there a way by default I can set MySQL to not allow the % entry to be inserted as well as my server host?
