3000 Users, each with their own separate Database: Reasonable?

Is it reasonable, in order to ensure each user can only access its own information, to have 3000 mysql users, each with their own database?

Would it degrade performance much?

Most or all of these users would have 6 or 7 tables full of hundreds to thousands of records that only that user should EVER see.
