Two thoughts:
- Set up a dedicated *nix box which allows authenticated access via SSH. Allow users who authenticate to this box to only use the mysql command-line utility. Set up your real MySQL server to allow port 3306 connections from the SSH box.
- phpadmin is not a horrible option; my ISP offers it and I use it.
