Thanks very much for the suggestions.

I tried changing the registry entry you mentioned but this had no effect and I still get the error message when launching MySQL Administrator.

I also tried copying the MY.INI file to various locations including:
%MYSQLHOME%
%MYSQLHOME%\bin
C:\MySQL
But none of this has any effect-- it still complains that "Either the server service or the configuration file could not be found. Startup variables and service section are therefore disabled."

Here is my MY.INI file:
[mysqld]
basedir=D:/Data/Eric/VSS/run/mysql
datadir=D:/Data/Eric/VSS/run/mysql/data
