It seems that if you forget to remove the Windows service before doing an upgrade, this gets corrupted. Just happened to me w/ an upgrade from 5.1.21 to 5.1.22. I ran mysqld --remove, then mysqld --install, and the service came back, but I couldn't get to it w/ the Admin tool. Your registry hack did the trick!
